The Atlantic Immigration Pilot (AIP) first launched in 2017 is an employer oriented initiative between the federal and the Atlantic provinces. These included Nova Scotia, Prince Edward Island (PEI), New Brunswick and Newfoundland and Labrador.

The AIP is a suite of three federal programmes established by the Ministerial Instructions. The initiative behind AIP is to bring in skilled, educated and experienced immigrants in Atlantic Canada to make the labour stronger and better. This is also to attract new immigrants in Atlantic Canada and help them reach permanent immigration.

Immigrants who hold a job offer by a recognized and valid employer are welcomed in these provinces as long as they fulfill the criteria. 

International Mobility Programme

The AIP facilitates entry for these workers under the International Mobility Programme supporting paragraph 3(1)(e) of the Immigration and Refugee Protection Act. This is to encourage settlement in the Atlantic Region.

 

Eligibility for Temporary Work Permit

A potential immigrant who receives a job and a referral letter from a valid employer from the Atlantic provinces is eligible to apply for a one-year Labour Market Impact Assessment (LMIA)-exempt employer-specific work permit. Language proficiency and educational background also influence the work permit allowance.

 

The referral letter is issued once the province has:

  • Full fills the needs assessment and has a job offer by the employer
  • A confirmation slip by the applicant promising an application of permanent residency within 90 days
  • All the required documents are cleared

 

Things needed for one year work permit:
In order to apply for a year’s work permit a foreigner must:

  • Foreign national must submit an application online
  • Note that foreign nationalists applying for AIP are not eligible for the port of entry.
  • Referral Letter by issued by the Atlantic Provinces requesting IRCC issue a work permit.
  • An undertaking that the foreigner will apply for permanent residency within 90 days post work application submission
  • An offer of employment number (LMIA exemption number) per section R209.11
  • Language proficiency test, education and work experience (for those who applied after May 2019)

Language Proficiency Test

  • The applicant must hit level 4 on the Canadian benchmarks of English approved by the IRCC or the Niveaux de compétence linguistique canadian in French for all 4 areas of skills
  • The test results should not be longer than 2 years old

 

Atlantic International Graduate Programme (AIGP)

The applicants must meet the following requirements in order to be eligible:

1. Applicant should have a full-time student, a degree, a diploma or a certification of completing post-secondary education programme of at least two years from one of the  Atlantic province’s publicly funded institutes

2. The applicant should have lived for at least 16 months (cumulative) within 24 months of their credentials granted

3. The applicant is authorized to work and has a valid temporary resident status in Canda

 

Education Credentials

The AIGP allows certain educational credentials. However, few situations are considered not eligible for the AIGP. These are as follows:

  • The applicant has studied English or French as a secondary language atleast half of the programme is not eligible
  • The applicant has opted distance learning half of the programme is not eligible
  • The applicant is on a scholarship and would return to his home country is not eligible


Atlantic High-skilled and Intermediate-skilled program

The applicant is eligible for AIP work permit if he checks the below boxes working experience:

  • Worked for one year continuously or non-continuously, full-time or part-time within the past three years
  • Was paid for the job. (volunteering and internship is not applicable)
  • Has the occupation at 0 skill type, or level A and B for a high-skilled programme
  • Has the occupation at skill level C for intermediate skilled programme

Note:

  • The applicant does not have to be employed at the time of applying
  •  Any periods of self-employment is not counted
  • The one year employment does not count the vacations like sick leave, parental leave etc.
