International Mobility Program (IMP)

Do you want to work in Canada and don’t know how to get a work permit? Check out the International Mobility Program (IMP) and see if you qualify. The IMP offers skilled workers a chance to find legal employment in Canada by taking advantage of the bilateral agreements Canada has with various other states. The main benefit of using the IMP path is that Canadian employers are exempted from some of the requirements of the Temporary Foreign Worker Program so you can get your permit easier. And way faster!

How does the International Mobility Program Work?
The first thing you need to know about getting a work permit for Canada is that, in most cases, you need a job offer from a local employer. The problem is that Canadian employers need to meet various conditions to be allowed to hire non-resident workers.

The IMP’s main benefit is that Canadian employers do not have to apply for a Labour Market Impact Assessment (LMIA) if they want to hire a foreigner, which saves them a lot of time and money.

To be granted such an exemption, employers must show that hiring a foreigner provides economic, cultural or other competitive benefits for Canada and its citizens.

Are you eligible for IMP?
The program applies to several categories of foreign workers, such as:

  • People coming to Canada on an open work permit (which can be used to work for an employer of your choice)
  • People entering Canada as part of international trade agreements, such as the Canada-United States-Mexico Agreement (CUSMA) or the Comprehensive Economic Trade Agreement (CETA)
  • People coming to Canada on an intra-company transfer

All job offers under the IMP must be made through the IRCC’s Employer Portal. Canadian business owners must create a profile to use the Employer Portal. When they post a job advertisement, employers must offer all the details that might be relevant to the prospective foreign worker, including:

  • Job responsibilities
  • Education requirement
  • Experience required
  • Wages and benefits.

When posting their job offer, employers receive an identification number. The foreign worker interested in the job will have to use this number when they apply for a work permit.

When the non-resident worker’s application is approved, what happens next depends on whether or not they are in Canada at the moment.

  • If they are not in Canada, the foreign worker will receive a letter of introduction. This letter allows them to get a work permit at the port of entry in Canada
  • If they are in Canada already or apply at the time of entry, they will receive a new work permit.

Post Graduation Work Permit (PGWP)
This path is meant to allow international students to stay and work in Canada for up to three years after they graduate from a Canadian higher education institution.

In order to be eligible for the Post Graduation Work Permit, the international student must show they attended a post-secondary school, or a secondary school that offers qualifying programs, for at least eight months. They will receive a work permit valid for a duration of up to 2 years.

International students who have studied for two years or more in Canada are eligible for a three-year work permit.
